How do I get mobile data in Venezuela?

Short answer

With a local SIM, an eSIM or roaming. Movistar, Digitel and Movilnet operate; Digitel sells eSIMs in its app and asks for a 4G LTE phone with bands 3 (1800 MHz) and 8 (900 MHz). According to the Government of Canada, coverage drops in some areas and during power cuts.

Three operators to choose from

Venezuela has three mobile operators: Movistar, Digitel and Movilnet. If you want to check that one is licensed, you can do so on the website of CONATEL, the telecommunications regulator. Prices and plans change often, so you will not find them here: check each operator’s website or shop.

Will my phone work?

Before you leave, check three things:

  • The bands. Look in your phone’s technical specifications for LTE bands 3 (1800 MHz) and 8 (900 MHz): they are the ones Digitel asks for on its 4G LTE network.
  • The eSIM. If you want an eSIM, check with the manufacturer that your phone supports it and runs the latest system update; Digitel also publishes a list of compatible devices.
  • That it is unlocked. If your phone came from your operator, ask them whether it is unlocked to use another company’s line. Digitel’s pages do not mention it.

A local SIM card from Digitel

To get a line, prepaid or postpaid, Digitel asks you to be of legal age and to bring a valid identity document, a personal email address and a phone that works on bands 3 (1800 MHz) and 8 (900 MHz) for 4G LTE; you also sign the service contract. Its page does not say whether a foreign passport counts, so ask at the customer centre before you go. We have not been able to read Movistar’s and Movilnet’s requirements on their websites.

Digitel’s eSIM

Digitel sells prepaid eSIMs in the App Digitel, at its customer centres and through its authorised agents across the country. First, check with the manufacturer that your phone supports eSIM and runs the latest system update; Digitel also publishes a list of compatible devices.

If you buy it in the app, have a valid identity document to hand (Digitel mentions «cédula o pasaporte») and a working email address. The app verifies your identity with your fingerprint, facial recognition and your signature, captured on your own phone, and you pay by debit or credit card or by mobile payment. Digitel does not say whether it accepts foreign passports; if in doubt, the eSIM is also sold at its customer centres.

Roaming or an international eSIM

Would you rather not get a Venezuelan line? That leaves your own operator’s roaming or a data eSIM from another country. Before you leave, ask your operator whether it has an agreement in Venezuela and on which network: price and coverage depend on them, not on this guide.

Before you buy an international eSIM, ask the seller:

  • Which Venezuelan network it uses: Movistar, Digitel or Movilnet.
  • Whether it gives 4G or only 3G in Venezuela. If it uses Digitel, your phone needs bands 3 and 8 from above.
  • Whether it is data only or comes with a phone number.
  • Whether you can activate it before you fly.

Coverage, power cuts and Wi-Fi

Expect to be offline at times. The Government of Canada warns that the telecommunications infrastructure is in a state of disrepair and interruptions are frequent, that some areas have no cellular coverage, and that phone and internet services often go down during power cuts, which are common in many parts of the country, Caracas included. Download maps and travel documents beforehand, especially if you are heading out of the cities.

What about Wi-Fi where you stay? In the TripVenezuela catalogue, it is listed in what the Isla de Coche all-inclusive, Hotel Margarita Village and Hotel Frankfurt in Colonia Tovar include. For the other packages, ask TripVenezuela when you book whether the accommodation has Wi-Fi.
