Can I travel to Venezuela with an expired Venezuelan passport?

Short answer

If you are Venezuelan and your passport has expired, the Consulate in Madrid has offered since 1 June 2026 a travel document to return to the country: you apply on the MPPRE portal, it costs US$60 and is valid only for the authorised route. It does not replace a passport: confirm with the consulate and the airline before buying.

What SAIME says

SAIME is the body that issues Venezuelan passports. On 12 October 2026 its home page listed a «Pasaporte habilitado» service among its procedures, without publishing there the conditions for extensions or expired passports. If your passport has expired, check your case on the SAIME portal and with the Venezuelan consulate in your country of residence before buying a ticket.

The consulate's travel document

For a Venezuelan who has no valid passport and needs to travel to the country, the Consulate General of Venezuela in Madrid describes an electronic travel document: an official instrument of the Republic that is temporary and does not replace a passport. Since 1 June 2026 the procedure is fully digital: you register on the official MPPRE portal, validate your identity, register your flight itinerary to Venezuela, pay the US$60 fee and receive the document by email. Issue is not automatic: it requires a review that can take several days, so the consulate recommends applying in advance. It is valid only for the purposes and routes authorised on the document itself.

Dual nationality

If one of your nationalities is Venezuelan, the Madrid consulate states that you must present a valid Venezuelan passport to enter. If it has expired, the travel document is the route the consulate describes for returning; to leave again for your other country you will need whatever document that country requires.

Who decides whether you board

The airline checks your documents before boarding and the immigration authorities decide admission on arrival. The travel document is issued for a specific itinerary, which you register when you apply: confirm with your airline that it accepts it for your flight before buying a non-refundable ticket. For foreign tourists, the Ministry of Foreign Affairs publishes the documentation requirements: see Venezuela visa requirements.
